Before leaving his role in 2022, the former deputy city manager worked for the city for 25 years in supervisory and management roles. During his tenure, Chapa oversaw police, economic development, public events, human resources, finance and Visit Fort Worth, a tourism nonprofit that is funded by the city. Before he was assistant city manager, Chapa was director of housing and economic development. The search for Fort Worth’s next city manager comes after David Cooke announced in July that he intends to retire in February 2025 . He is Fort Worth’s longest-tenured city manager after holding the position for 10 years. Fort Worth City Council members are set to vote on hiring Chapa as city manager during their Dec. 10 council meeting . The meeting is scheduled for 4:30 p.m. at the old City Hall building at 200 Texas St. The council agenda includes a resolution to appoint Chapa as city manager. If approved, Chapa would start in the role Jan. 27, 2025, according to the resolution. Chapa declined to comment to the Report until after the council vote Tuesday. Mayor Mattie Parker told the Report she is “absolutely ecstatic” that Chapa has been named the city’s sole finalist for the role. “Jay Chapa is one of the most qualified and talented city managers in the entire country, and we just happen to be lucky enough that he already lives here in the city of Fort Worth and calls our community home,” Parker said. “This is his community, and he helped build it. Jay has worked here and lived here for 25 to 30 years, and he’s at his core, a public servant.” Parker described Chapa as a “man of substance over style” who cares about getting work done. She’s excited to see him continue “the highest level of service” with a resident-focused lens in the city manager’s office. Chapa brings extensive public, private experience Chapa retired in February 2022 and, one month later, signed a contract with the Texas A&M University System for consulting services. In that role, Chapa is working to establish a downtown Fort Worth campus with the Texas A&M system. The downtown campus has been heralded as a “game-changer” for the city and sparked conversations about a holistic revival of the area. A majority of city functions are moving to the new City Hall at the former Pier 1 headquarters, another project shepherded by his predecessor. And as Fort Worth settles into its title as 12th largest city in the U.S., pressing infrastructure needs — especially the city’s ongoing battle to repair crumbling streets — will weigh heavy on future budgets and bond packages. Chapa worked under multiple Fort Worth city managers during his time with the city, including Cooke, Tom Higgins, Dale Fisseler, Charles Boswell, Gary Jackson and Robert Terrell. He also worked under multiple mayors, including Parker, Betsy Price, Mike Moncrief and Kenneth Barr. Barr said Chapa is a fantastic selection for the next city manager, in large part because of his understanding of the importance of economic development in a city like Fort Worth. The former mayor has worked with Chapa both in his capacity as an elected official and as a private citizen, he said, and he has been impressed with Chapa’s understanding of how to balance the needs of different segments of Fort Worth. “I think Jay understands what it takes to operate a healthy city,” Barr, a current Tarrant County College board member, said. “By healthy city, I mean a community that is both a great place to live and a great place to do business.” Managing a city is a complex undertaking, Barr said, and Cooke has done an outstanding job over the last decade. “I’ve been around a long time, and I think Fort Worth is in the best position today than it may have ever been, certainly than it has been in the last 50 years,” he said. “The new economic development partnership with Robert Allen, the Chamber of Commerce with Steve Montgomery, new leadership at the water district, at TCU, Texas Wesleyan (University), at the Health Science Center, coupled with the A&M development, we’re in a great position.” Estrus Tucker, a native of Fort Worth’s historic Black community of Como who served on the city’s race and culture task force, said that he has known Chapa and his family for years and that he is a good man. “I think that he will be, in one sense, sort of an inspiring choice for Hispanic communities in the city,” he said. Having Hispanic leadership at the top of the city, he added, is long overdue. Fort Worth’s population is 35.2% Hispanic, according to 2020 U.S. Census Bureau data. Anette Landeros, outgoing president and CEO of the Fort Worth Hispanic Chamber of Commerce, said Chapa’s potential hiring marks a step forward for the city’s Hispanic representation. “The Hispanic community just here in Fort Worth and Texas is vast, and we’re still very much lacking representation,” Landeros said. “When you have an incredibly qualified person that is a wonderful candidate for the job but also happens to be Hispanic, that is the best because while we do value Hispanic leadership and representation in Fort Worth, what’s most important is that he’s also really highly qualified.” There is also a lot of value in his knowledge of city operations and his relationships with different communities, Tucker said. But he expects Chapa will be predictably conservative with city operations — and may not have the edge or fresh perspective some wanted in a new leader. “My hope would be that he would be more of a bridge to all the communities,” he said. “I’m not sure the city of Fort Worth’s overall culture and leadership is there. So that’s going to be a very demanding task. And Jay is pretty much a known quality at City Hall, which is what many of them want. That’s kind of the two-edged sword.” Chapa’s lengthy tenure with the city also means he will bring some baggage from a Black community perspective, Tucker said. He pointed to the 2019 firing of former Police Chief Joel Fitzgerald , the city’s first Black leader in that position, which stirred deep community divisions and resulted in a lengthy civil litigation process . Chapa was the assistant city manager over the police department when Fitzgerald was fired, and penned his termination letter. City Council members approved a $5.2 million settlement with Fitzgerald in August. “The role that Jay played because of his position, that strained some relationships, and there are quite a few leaders who will not forget the way that that happened,” Tucker said. Fernando Costa, former Fort Worth assistant city manager, worked alongside Chapa in various city staff capacities for more than 20 years. Costa, who retired in September, said Chapa was already on staff when he got hired with the city in 1998. Chapa graduated from Texas Tech University with a bachelor’s degree in history and a minor in political science, and then received his master’s in public administration from the University of North Texas, according to his LinkedIn . Chapa would be well-qualified to bring excellent leadership to the city, as someone who already knows the ins and outs of Fort Worth government but also has extensive connections throughout the community, Costa said. “He has a good sixth sense for what’s feasible, what’s desirable for the city to accomplish,” Costa said. “He knows the organization from the inside, so he knows how to get things done.” Costa cited various projects he believes showcase Chapa’s skill and qualifications for the role. Those include Chapa’s involvement in bringing luxury residence The Crescent Fort Worth to the Cultural District, the $540 million Dickies Arena project and the Texas A&M project downtown. Beyond his extensive resume, Costa believes Chapa will be a good fit for the position as someone already familiar with the current council and their priorities. “Often when you hire somebody from the outside or somebody with limited experience, you expect that it’s going to take a year or two to get up to speed, and that’s not the case with Jay,” Costa said. “He’s ready to do it. He’ll be ready to go on day one.” Selection process debated Chapa was one of five city manager candidates interviewed by council members in an executive session meeting Dec. 3. The meeting lasted nearly eight hours, during which time city leadership did not allow journalists inside the building. Only one council member — District 8’s Chris Nettles — commented on the proceedings immediately after that meeting, saying he was not happy with what he described as a lack of transparency throughout the hiring process. Before the Dec. 10 council meeting agenda was posted online Dec. 5, city leadership had not publicly named any of the city manager candidates or announced that candidate interviews were taking place. The Report contacted all 11 council members Dec. 5 to ask for their thoughts on Chapa’s candidacy and whether they plan to vote in support of hiring him for the position. Michael Crain, who represents District 3, declined to speak on Chapa specifically but said he is proud of the search process that got them to this point. “We had three times the amount of applications for our city manager than the city of Dallas did. What that tells me is people want to work in Fort Worth, Texas,” he said of the 150-plus applications submitted to the city. “Overall, I think that there was a good debate and exchange with the council after a long day of interviews of candidates. So I’m excited about working with the new city manager to address all the issues that we have and opportunities that we have here in Fort Worth, and continue to move the city forward.” Nettles said he remained disappointed with the process as of Thursday and said he is unwilling to vote in support of any candidate, adding that it’s “very important” to him that community stakeholders have the chance to weigh in on the candidates before the council vote. Without that public input, he feels he can’t support a hire, Chapa or otherwise. He pointed to the previous public engagement process the city conducted for hiring current police Chief Neil Noakes. “I don’t think the process was done thoroughly and fairly, and so because of that, I will not support whomever the council is pushing to hire,” Nettles said. “We had other individuals who were overqualified to do the same position, but (weren’t) given even a smidgen of a chance because it was already a baked process.” Reyne Telles, the city’s chief communications officer, told the Report on Tuesday that city leadership has not asked his office to lead any public engagement efforts for the city manager hire. Council member Jared Williams echoed Nettles’ sentiments in a statement to the Report, promising to share more about his concerns in the coming days. “I have serious concerns about the selection process for the city manager position,” Williams said. “The sudden rush to finalize the decision only deepens those concerns.” Parker said Nettles is “dead wrong” in his stance on the hiring process. She added that she has full confidence in how the process was conducted, describing the national search as “flawless.” “I know for a fact — give it six months — and when Jay is moving big projects in District 8 and across the entire community from (District) 3 to (District) 2 to (District) 7, all of my council members, including council member Nettles, will be able to say with confidence, we have the best city manager in the country,” Parker said. City manager is one of four staff positions that the council is responsible for hiring. The other three are city attorney, city auditor and city secretary. Crain noted that none of the council, with the exception of the council’s longest-serving member Gyna Bivens, has gone through a city manager selection process before. While there wasn’t a formal process in place because of that, he added that the council hasn’t done a public engagement process for either the city attorney or auditor positions. “The city manager reports to us, not like the police chief or other positions that have a lot of community interaction,” he said. “So I am solid with the process.” Bivens, the District 5 representative, stated in a city news release that she has confidence in Chapa’s ability to run the city. “I have known Jay for nearly 20 years, and I am confident that Jay has the unique ability to understand each community within our city,” said Mayor Pro-Tem Gyna Bivens. “He has my full support, and I can’t wait to work with him again.” Fort Worth received 154 applications for the city manager position, according to data provided by the city. Of the five applicants interviewed Tuesday, four were male and one was female, according to data provided by Dianna Giordano, human resources director. Of course, the simple observational truth is nothing of the sort. Haiti is, in fact, a “shithole,” as Trump pointed out. And it seems Macron agrees. “It is the Haitians who killed Haiti by letting in drug trafficking,” Macron explained on a state trip in Brazil. Gino English, who started two games, will be lost to graduation. Byrd, a 6-foot record-setting quarterback from Clayton, N.C., is expected to be a big star in the future. For now, Lamb has plans to redshirt him. Lamb said that Baylor Hayes, who started the final game of the season against VMI, Steven Johnson, who will be in his second year with the Bucs after transferring from Charlotte, and one of the transfers whom the Bucs are bringing on campus the next couple of weeks will compete for the starting job. Byrd threw for over 10,000 yards and 114 touchdowns during his high school career, and Lamb said he even got a text from New England Patriots quarterback Drake Maye’s high school coach that said Byrd was the best player in the state of North Carolina. Lamb talked about a conversation with a former ETSU coach as one reason why Byrd will be redshirted. “He’s small and needs to put some weight on,” Lamb said. “I hate playing freshmen at certain positions. Randy Sanders told me years ago that he hated playing a freshman quarterback. They don’t have experience and aren’t getting a ton of reps in training camp. “Now, Jackson is going to be unbelievable. He could easily be our starter moving forward, but we feel good about Baylor, Steve and the transfer we’re bringing in.” ETSU players who entered the transfer portal were: wide receiver A.J. Johnson, linebacker Ty Anderson, running back Torey Lambert and offensive lineman Tyson Moore. Lamb feels they’ve strengthened those positions with the freshmen wide receivers and Daniels, a running back whom he compared to current Buc player Khamran Laborn. There is some family ties with Daniels, who played at Commerce High School’s Ray Lamb Stadium. The stadium is named after Lamb’s grandfather, and it’s a place where Lamb’s dad, uncle and Furman coach Clay Hendrix all played high school football. Emmanuel Macron has rejected calls to stand down and says he will name a new prime minister – the fourth of his seven years as president – in the coming days. If France was in his biggest political crisis in a generation, Macron wasn’t feeling it. In the wake of his government’s collapse, he says it’s still in the national interest that he sees out his five-year presidential mandate, which ends in 2027. Credit: AP The collapse of France’s centre-right coalition government has thrust Macron back into the spotlight and a growing chorus is questioning whether the divisive and at times impetuous leader is suited to resolve the country’s political crisis. The turmoil comes amid a rough patch in the French economy , as various factors take a toll on growth, including the wars in Ukraine and Gaza, high interest rates and economic slowdowns in Germany and China, two of France’s trading partners. In a televised address, Macron said France could not constitutionally have new parliamentary elections for 10 months, following his decision to call a snap poll back in July. The result, he promised at the time, would offer the country some “clarification”. It led to the current chaos. But for the first time, he conceded he was partly to blame for the situation the nation now faced. “Many have blamed me for it and I know, many continue to blame me. It’s a fact and it’s my responsibility,” he said. “The dissolution was not understood, that’s my responsibility, [but] I will never accept the irresponsibility of others.” He then went on to attack his political opponents on the “extreme right” and “extreme left”, accusing them of collaborating in an “anti-republican front”. “Some political groups have chosen chaos,” he said, referring to the no-confidence vote which led to Michel Barnier standing down just three months after he was appointed by Macron. “They don’t want to build, they want to dismantle.” Barnier’s government the shortest-tenured in modern French history, following the first successful no-confidence vote in France in more than 60 years. Sparking his downfall was his proposed financing bill, which included €60 billion ($98.4 billion) worth of tax hikes and spending cuts aimed at bringing the country’s budget deficit down to 5 per cent next year. Macron said the next prime minister would be charged with forming a “government of general interest” with a priority of passing a budget. Addressing voters directly, he said some of his political opponents were not thinking “about you, the voters”, suggesting that their interest was in the next presidential election. “Let’s be honest, they think about one thing: the presidential election,” Macron said of the party of his long-term, hard-right National Rally rival Marine Le Pen. He said the rival party’s “cynical” approach had brought “a sense of chaos” to the country. After Macron’s address, Le Pen wrote a “Gentle reminder to President Macron” in a post on X that no-confidence votes are “not anti-Republican, but provided for in our constitution”. The one thing to never forget is that Macron is hated in France with a vicious passion . The people of France see him as arrogant, elitist and unrelatable. Alain Minc, a political essayist and long-term informal adviser to French presidents, said on Thursday: “Macron is a victim of his own narcissism ... He was in denial of reality.” Barnier will stay on in a caretaker role for now, but Macron is under pressure to quickly name a new prime minister who might offer the country some stability. Candidates include Defence Minister Sébastien Lecornu, Interior Minister Bruno Retailleau and centrist former presidential candidate François Bayrou. Whoever is chosen, few believe a new government will manage to navigate the minefield of a bitterly divided parliament. France could be back in this position again soon enough. DBS released an impressive set of earnings for the first nine months of 2024 (9M 2024). Total income increased by 11% year on year to S$16.8 billion on the back of a 5% year-on-year increase in net interest income to S$11.2 billion. Fee and commission income also jumped 27% year on year to S$3.2 billion on increased credit card spending and higher wealth management fees. Net profit for the lender stood at S$8.8 billion for 9M 2024, up 12% year on year. DBS also paid out a total dividend of S$1.62 for 9M 2024, 28.6% higher than the S$1.26 per share that was paid in the prior year. Looking ahead, DBS’s annualised dividend stands at S$2.16 (i.e. S$0.54 quarterly dividend). CEO Piyush Gupta remained sanguine on 2025 and expects DBS to report a pre-tax profit at around 2024 levels. With interest rates poised to remain higher for longer, the bank should benefit from this prolonged elevated interest rate environment. Singapore Exchange Limited, or SGX, is Singapore’s sole stock exchange operator. The group enjoys a natural monopoly by being the only bourse operator here. SGX reported a resilient set of earnings for its fiscal 2024 (FY2024) ending 30 June 2024. Revenue increased by 3.1% year on year to S$1.2 billion while net profit (excluding exceptional items) improved by 4.5% year on year to S$525.9 million. The bourse operator also upped its quarterly dividend from S$0.085 to S$0.09, taking its annualised dividend to S$0.36. Over the years, SGX’s multi-asset strategy has helped to grow and diversify its revenue stream. Management sees good prospects in growing its foreign exchange franchise along with its commodity slate of products. SGX’s aim is to grow its revenue by between 6% to 8% per annum in the medium term. Singtel is Singapore’s largest telecommunication company and offers a broad range of services such as mobile and broadband for individuals and cybersecurity and ICT services for corporations. The telco has demonstrated better overall numbers since it initiated its strategic reset back in 2021. Its core dividend (comprising an interim and final dividend) has been increasing since fiscal 2021 (FY2021) ending 31 March. It went from S$0.075 in FY2021 to S$0.15 in FY2024 but FY2024’s total dividend included a value realisation dividend (VRD) of S$0.038. The VRD is an additional component of Singtel’s core dividend policy derived from the proceeds of capital recycling and will be between S$0.03 to S$0.06 annually. For the first half of fiscal 2025 (1H FY2025), Singtel reported a strong set of earnings with operating profit climbing 27% year on year to S$738 million, led by both Optus and NCS. The telco’s underlying net profit was up 6% year on year to S$1.2 billion. Singtel declared a total interim dividend of S$0.07 comprising a core dividend of S$0.056 and a VRD of S$0.014. This dividend was 35% higher than the S$0.052 paid out a year ago. As part of the group’s ST28 long-term strategy, it will simplify product offerings and innovate with new technologies such as network slicing. It will also develop new revenue streams in the areas of artificial intelligence and data centres. Singapore Airlines Limited, or SIA, is Singapore’s flagship airline. The carrier is 53.6% owned by Temasek Holdings which should give investors peace of mind. The airline is well-positioned for the future with good partnerships and code-sharing with other airlines. The group is also building a multi-hub model and embracing digital capabilities. SIA reported a downbeat set of earnings for 1H FY2025 due to intensifying competition and higher fuel prices. Although revenue inched up 3.7% year on year to S$9.5 billion, net profit plunged 48.5% year on year to S$742 million. Despite this, the airline maintained its interim dividend of S$0.10 per share. SIA continues to invest for the future with its recent S$1.1 billion commitment to install new long-haul cabin products in 41 of its Airbus A350-900 aircraft. This program should be completed by the end of 2030 and allow greater personalisation and a wider range of entertainment options for the upgraded KrisWorld in-flight entertainment system. The airline’s KrisFlyer membership also grew to 9.44 million as of 30 September 2024, up 21.5% year on year and is now more than double the pre-pandemic number (4.4 million). That name was formally recognized by the U.S. government until Obama changed it over opposition from lawmakers in McKinley’s home state of Ohio. Trump suggested in 2016 that he might undo Obama’s action, but he dropped that notion after Alaska’s senators objected. He raised it again during a rally in Phoenix on Sunday. “McKinley was a very good, maybe a great president,” Trump said Sunday. “They took his name off Mount McKinley, right? That’s what they do to people.” Once again, Trump’s suggestion drew quick opposition within Alaska. “Uh. Nope. It’s Denali,” Democratic state Sen. Scott Kawasaki posted on the social platform X Sunday night. Republican Sen. Lisa Murkowski , who for years pushed for legislation to change the name to Denali, conveyed a similar sentiment in a post of her own. “There is only one name worthy of North America’s tallest mountain: Denali — the Great One,” Murkowski wrote on X. Various tribes of Athabascan people have lived in the shadow of the 20,310-foot (6,190-meter) mountain for thousands of years. McKinley, a Republican native of Ohio who served as the 25th president, was assassinated early in his second term in 1901 in Buffalo, New York. Alaska and Ohio have been at odds over the name since at least the 1970s. Alaska had a standing request to change the name since 1975, when the legislature passed a resolution and then-Gov. Jay Hammond appealed to the federal government. Known for its majestic views, the mountain is dotted with glaciers and covered at the top with snow year-round, with powerful winds that make it difficult for the adventurous few who seek to climb it.
